Please note the corrections to the first to fourth editions of the book below - as a thank-you for your forbearance please see free pattern - the fifth edition will be out shortly which should have corrected errata;
General Note: Please don't forget to read page 10 for knitting terms and abbreviations, noting in particular how to make the proper increases.

k(19, 21), p3,  BO the next (22, 24) sts by purling, (at this point, you should have a p st on the right hand needle), p2, k(19,21).
...you should be at the marker, midpoint of the remaining stitches:
remove marker, k to the last 3 sts, p3. - this gets you to the end of the row, so now you will begin to work back and forth to create the lower flap
